Civil Construction

Fully Integrated Site Development. Controlled from Day One.

Brown Development’s Civil Construction Division is a core component of our vertically integrated development platform. By self-performing grading and infrastructure, we control the earliest—and most risk-sensitive—phase of every project.

This approach delivers cost certainty, schedule reliability, and execution discipline that traditional developer–contractor structures often lack.

While our civil team is primarily focused on Brown Development projects, we selectively partner with third-party owners and developers where our capabilities provide a clear advantage.

Core Capabilities

Our civil division performs a full range of site development and infrastructure work, from raw land to build-ready pads:

Mass Grading & Earthwork

  • Large-scale cut/fill operations

  • GPS-controlled earth-moving for precision and efficiency

  • Rock excavation and coordination of blasting operations

  • Steep slope grading and stabilization

Underground Utilities

  • Sewer and water system extensions

  • On-site utility distribution and connections

  • Coordination with public agencies and utility providers

Drainage & Water Management

  • Engineered drainage systems

  • Flood control basins and integration with natural features

  • Erosion control and storm water management

Roads & Infrastructure

  • Private and access roads

  • Sub-grade preparation and base installation

  • Coordination with paving operations

Retaining Structures

  • Complex and large-scale retaining walls

  • Structural integration with grading and drainage systems

Site Development (Vertical Interface)

  • Finish grading

  • Site utilities and connections

  • Paving, curbs, and hardscape

  • Landscaping coordination

Integrated Execution Model

Our civil construction capability is fully aligned with our vertical development operations:

  • Single Point of Accountability
One team is responsible from raw land through vertical construction.

  • Unified Scheduling
Civil and vertical teams operate on a coordinated master schedule, eliminating hand-off delays.

  • Owner’s Mindset
As developers, we approach every project with a focus on total project performance—not just isolated scopes of work.

  • In-House Self-Performance
All major civil scopes are performed by Brown Development crews and equipment, with limited use of specialty subcontractors (e.g., blasting).

Representative Experience

Waikoloa Development (53 Acres – Big Island, Hawaii)
Brown Development is currently executing large-scale site development across contiguous parcels including Lots 5A, 5B1, and 5B2:

  • ~238,000 cubic yards of cut

  • ~305,000 cubic yards of fill

  • Construction of large engineered flood basins integrated with natural riverine features

  • Access roads and major retaining walls exceeding 17 feet in height

  • Blasting-assisted excavation in challenging subsurface conditions

  • Installation of underground sewer and water infrastructure

Kohala Coast Residential Projects

  • Civil construction for luxury custom homes within resort communities

  • Grading, retaining walls, and utility connections in high-end, design-sensitive environments

  • Execution in constrained sites with complex topography

Equipment & Technology

Brown Development maintains a fleet of heavy equipment to support full-scale civil operations:

  • Komatsu D375A-8 Dozer

  • CAT D6 Dozer

  • John Deere 350P & 470P Excavators

  • CAT 315 Excavator

  • CAT 735 & 740 Articulating Haul Trucks

  • Komatsu BR380JG-1 Mobile Jaw Crusher

  • Sakai SV540D Roller

  • Water Trucks (2)

Why Brown Development Civil

  • De-Risked Development
Early-stage execution is controlled internally, reducing exposure to third-party delays and cost overruns.

  • Schedule Certainty
Direct control of critical path activities keeps projects moving.

  • Cost Discipline
Equipment ownership and self-performance reduce reliance on external pricing volatility.

  • Hawaii-Specific Expertise
Deep experience with Big Island conditions, including lava rock excavation, steep terrain, and integrated drainage systems.

  • Seamless Transition to Vertical Construction
Civil and building teams operate as one, ensuring continuity from site work through completion.

Select Third-Party Engagements

While primarily focused on Brown Development projects, our civil division selectively partners with outside developers and landowners where our integrated approach adds meaningful value.
