Mauna Kea Resort and the broader Kohala Coast hospitality industry continue to face a persistent workforce housing constraint. The ability to attract and retain employees increasingly depends on access to high-quality, well-located rental housing within a reasonable commute.

Waikoloa Lot 5-B-1 (“Aloha Waikoloa”) represents one of the few fully entitled, construction-ready multifamily sites in West Hawaiʻi capable of delivering housing at meaningful scale within a defined and near-term timeline.

  • Zoning: RM-1.5 (Multi-Family Residential)

  • Total Entitlement: 329 apartment units

  • Configuration: 7 four-story residential buildings (47 units each)

  • Permitted Uses:

    • Long-term rentals

    • Extended-stay rentals (30+ days)

    • Short-term rentals (nightly), per zoning and CPR

A Condominium Property Regime (CPR) has been formed to create seven separately deeded building sites, allowing phased or multi-party development.

Site Plan

The approved site plan organizes the seven buildings around shared access roads, parking, and common area amenities.

Brown Development intends to construct two of the seven buildings directly, with the remaining pad sites available for acquisition by third parties.

All building owners will contribute their pro rata share of common area construction costs, including internal roads, parking areas, utilities, drainage, and shared site improvements.

An owners’ association will be formed under the CPR structure to provide long-term management, maintenance, and governance of the common areas, ensuring consistent standards and coordinated operations across the development.

CPR Structure

A Condominium Property Regime (CPR) has been recorded to create seven individually deeded development pads.

This structure allows for:

  • Acquisition of individual buildings

  • Phased development

  • Independent financing and ownership

  • Flexible capital structuring

Each pad site is fully entitled for one 47-unit residential building, while shared improvements are governed through the CPR and owners’ association framework.

Building Design

The approved apartment building design has already received County Final Plan Approval. The same building design is also approved on adjacent parcels, creating construction efficiency and design continuity.

Construction Timeline
